Abstract: Women’s access to land in the eighth district of N’Djamena is a central issue for social justice &#xD;
and local development. Although Chadian legislation guarantees gender equality, women &#xD;
continue to experience barriers in acquiring and securing land. This study examines the social, &#xD;
economic and institutional factors that restrict women’s land access and explores how land &#xD;
ownership contributes to their participation in local development. &#xD;
The research uses a qualitative approach combining documentary review, direct observation &#xD;
and thirty-five interviews conducted with administrative authorities, traditional leaders and &#xD;
women living in the district. The analytical framework draws on theories of social justice and &#xD;
women’s empowerment inspired by the works of Étienne Le Roy, Bina Agarwal and Amartya &#xD;
Sen. Findings reveal a significant gap between legal provisions and actual practices. Women &#xD;
encounter difficulties linked to patriarchal norms, customary inheritance systems, limited &#xD;
financial capacity and administrative complexity. &#xD;
Despite these constraints, women employ adaptive strategies such as savings groups, family &#xD;
negotiations and customary attestations. These strategies reflect their agency but do not &#xD;
provide lasting land security. The study demonstrates that secured land access enhances &#xD;
women’s economic autonomy, residential stability and community participation, which in &#xD;
turn strengthen local development. &#xD;
The research recommends improving the recognition of women’s land rights, simplifying &#xD;
administrative procedures, expanding access to credit and encouraging collaboration between &#xD;
state authorities, traditional leaders and women’s organizations. Strengthening women’s &#xD;
access to land is essential for achieving inclusive and sustainable local development in the &#xD;
eighth district of N’Djamena.</description>

Abstract: Our research work focuses on the theme of “the status of the foreigner in the idea of &#xD;
cosmopolitanism, a reading of Jürgen Habermas‟ Republican Integration”, and has diachrony, &#xD;
analysis and dialectics as scientific approaches. The main question underlying this research &#xD;
enterprise is: how to restore the status of world citizen to foreigners in view of the rapid &#xD;
evolution of globalization? It must be said that this question will be subject to a &#xD;
methodological approach with the aim of arriving at a proposed solution. This is why &#xD;
Habermas, with the intention of revalorizing an ancient doctrine whose main initiator was &#xD;
Diogenes of Sinope, in this case cosmocitizenship, will rely more on the cosmopolitical &#xD;
heritage of Kant while refuting the monological morality of the latter to establish a dialogic &#xD;
morality which, for him, should silence the protean disparities which always assert themselves &#xD;
in an anarchic manner in society. Habermas, or the philosopher of communication as &#xD;
Alexandre Dupeyrix calls him, therefore places at the center of his normative philosophy and &#xD;
his paradigm of inclusion, a theory of discussion contributing to the construction of universal &#xD;
citizenship. Through this approach, the foreigner becomes less foreign and discursive reason &#xD;
becomes the de facto basis of a new so-called open society in the Popperian sense. To this &#xD;
end, our reflection starts from the first part which shows that the debate on the problem of &#xD;
foreigners is old, with particular emphasis on ancient Greece, the Middle-Ages and the &#xD;
modern era. In the second part, we present the argumentative approach of Habermasian &#xD;
cosmopolitanism which perfectly and commutatively mobilizes the internal sovereignty of the &#xD;
State (civil law), the external sovereignty (international law) and cosmopolitan law with &#xD;
human rights as its foundation. Far from being unanimous, although retaining its relevance, &#xD;
this Habermasian cosmopolitanism has come up against criticism. In the third part, we &#xD;
therefore propose to restore normative content to human rights which a priori benefit the great &#xD;
powers while maintaining hope that the realization of a better world through the realization of &#xD;
a new social pact of a common future, is possible if the dignity of man is truly enhanced. &#xD;
Thus, we would naturally recognize the humanity in the stranger and the irrefragable &#xD;
universality of this nature.</description>

Abstract: The research theme submitted for our assessment concerns heads of administrative districts and the promotion of peace and stability in the three-border area of Cameroon-Gabon- Equatorial Guinea 1987-2021.  Thus, throughout our analysis, it will be a question of highlighting the contribution or role of heads of administrative districts in the promotion of peace and stability in the three-border area of the aforementioned countries. This is why, and in order to carry out our reflection, we carried out a qualitative research, with a documentary survey and a field survey in which we used the technique of observation and interviews, without forgetting certain hypotheses. In addition, our theoretical framework included the theories of integration or free trade, intergovernmentalism and transnationalism. All this allows us to arrive at the conclusion that the heads of administrative districts here appear as significant actors in the process of efficient and sustainable promotion of peace and stability in the three-border area concerned. However, a thorough reflection on this reality tends to corroborate that the said process faces multiple constraints. Hence the need to articulate some avenues of reflection to hope for a dynamic integration, which includes the free movement of people and goods, the eradication of all illicit activities for the promotion of peace and stability in a sustainable manner and to the great benefit of the states of the sub region.</description>

Abstract: In the story of the world, women have not always been free to act for a very long time. &#xD;
They still go through compromising, humiliating, dishonourable and embarrassing situations &#xD;
that men subject them to. It is in light of these multiple treatments that they highlight themes &#xD;
such as gender equality, demands for decent work, pay parity and female leadership, they do &#xD;
not find satisfaction. In the same vein, we are directing our research work on "The political and &#xD;
economic challenges of including women in the construction of Africa". We focus on this theme &#xD;
to highlight the situation of women who are more relegated to the background when we talk &#xD;
about the concepts of "politics" and "economics". In Africa, as in the majority of countries in &#xD;
the world, it is men who are referred to in terms of governance. Very often, women's success &#xD;
revolves around their sexuality, their beauty or their plausible intelligence.  Thus, the problem &#xD;
we want to solve concerns the status of women in political and economic decision-making with &#xD;
a view to building Africa. In fact, the research method used is analytical-critical. This method &#xD;
will allow us to arrive at the trends of contemporary feminisms and heteropolitical theory. Apart &#xD;
from these trends, we propose sexual neutrality and female meritocracy. Sexual neutrality &#xD;
makes it possible to guarantee in advance a female integration in the political and economic &#xD;
fields precisely. Through this sexual neutrality, there is no question of further discrimination &#xD;
between men and women in African societies because society is built by everyone. A neutral &#xD;
African society is not fundamentally demanding on sexual belonging in the professional &#xD;
context. This will lead to female meritocracy where the allocation of positions is not made on &#xD;
the basis of physical or external criteria but on the basis of intellectual and professional skills &#xD;
and abilities.</description>
