Abstract: The aim of our research was to understand Werner Heisenberg’s quantum theory and its implications on Stéphane Lupasco’s theory of knowledge. We saw first that Heisenberg’s theory of knowledge is based on the undetermining nature of sizes of elementary particules canonically associatied. That is, when we determine one size, the other becomes inaccurate. According to Heisenberg, the undetermining nature of sizes results from the measuring instrument which does not match the measured object given that both have similar length. To him, there is no hope to reach accuracy in the future because the possibility of improving observation means would lead scientists into deadlocks. However, being conscious of the limitations of a hope for improvement would enable to avoid beating about the bush. It would instead become a landmark. Secondly, Heisenberg’s works on elementary particules allowed him to notice the drawbacks of ordinary langage in the quantum world, namely classical logic excluding others. In spite of it, he suggests the consideration of that langage which he describes as the only means through which the behavior of microphenomena can be interpreted, questioned and finally to spread our researches.&#xD;
Intelligently built up, Heisenberg’s theory of knowledge was later used by Stephane Lupasco as theoretical frame in this works on contemporary epistemology. As a matter of facts, Lupasco drew from Heisenberg’s undetermining nature of relations to construct his own theory of knowledge. From the point of view of knowledge as perceived by Heisenberg in terms of complementary between two sizes or contradictory values. These values generally alternate between updating and empowering. This frame work enable him to link both the rational and irrational, deduction and induction, identity and non- identity, extensibility and intensity to promote dual contradictory and alternative knowledges. From the logic perspective, he doesnot hesitate to establish a connection between his dynamic logic of contradictory and Heisenberg’s undetermining relations. To him, this principle is a clear illustration that his logic is quantum&#xD;
To carry this work, we used analytical comparative method. This actually means that we first analysed the thought of both authors via their works and other writers works, so as to master their opinions. Secondly, we compared their different views by singling out their points of similarity and areas where they diverge. These comparative studies led to the conclusion that Stephane Lpuasco is a dissident disciple of Werner Heisenberg in the sense that the striking majority of his theory on atomic knowledge is inspired from Werner Heisenberg’s theory which by extension comes from Copenhagen school from which he was one of the pioneers. His dissidence is to his refusal to admit that he owes anything to Heisenberg. He even goes he further to criticize the nature of undetermining relations that he himself recognizes as an illustration of his dynamic logic of contradictory.</description>

As such, without overlooking the advancement of neoliberalism under the guise of the deification of material possessions. That is to say nummotheism, Francis Fukuyama deduces that liberal capitalism far from ontologizing fictions and in a world where axiological, ethical and aesthetical refferences are polemological, liberalism must be considered as the liberal anchorage paradigmatic of the realization of the end of history, since it is the vector of liberal democracy, which puts an end to the existence of diverse social classes. By articulating the precise philosophical concern surrounding the problem of the meaning of existence, we can understand why the american economist conceives of democratic liberalism, which is the political form of capitalism. As a reconciliatony instance of different social classes. This inevitably leads to the advent of the last man. Liberal capitalism, although having dark areas in its deployement methods, is consequently perceived as the most persuasive and laudatory economico-social production mode. He singns, in broad paragraphs, the death certificate of social pluralism and rethinks, anew, the global society as monolithic block opposing the old political regimes, notably communism and socialism, which could no longer deliver. It is, following the above legitimate to think that liberal capitalism, as mode of production marks the requiem of idealistic conception of history highlighted by Hegel and the communism celebrated and exalted by Karl Marx. Serves as a prelude to the deconstruction of current societies. Therefore, it is legitimate to question the epistemological status of fukuyama’s conception of liberal capitalism, in relation to current politico-economic events to answer this question using an analytical-dialectical method, it is necessary to consider along with Francis Fukuyama, that regarding the modes of organization of society, liberal capitalism is the highest form of the humanity since it is the expression of the evolutionary eschatology of history. From this perspective, the desired outcome is as follows: while liberal capitalism is idealistically salvific from a critical standpoint, it must take into account the differences between peoples, on the one hand, and preserve human, axiological, and cultural plurality, on the other. This synomymous with objectifying the human and pluriversal world beyond the navaging ideologism that is afflicting the contemporany world.</description>

Abstract: The main thing to remember from this research work on the theme: « Thinking about education in the area of technosciences: philosophical reflection on the current construction of pedagogy », is that of the proposal of a revolutionary vision of the educational system by adopting technosciences for development as a fundamental pillar. The aim is to achieve an inventive and innovative educational system of technologies. Indeed, it is about educating and training learners in the technoscientific spirit or rationality, making them beings who work in favor of science and technology. Therefore, the problem that emerges from this theme is: how is the educational system structured and functions in a cultural context marked by the invasion of technosciences?&#xD;
Three parts have been developped in this research work to solve these questions. The first part : « On the interwearing of education and technoscience », shows, in the foreground, the limits of the classical educational context to then highlight the need for the perception of the structure of pedagogy today determined by technoscience. In other words, technoscience evolves by creating conditions for the development of a new education. This new system imprints and trains for efficiency. The second part entitled : « The absorption of education by technicism : an attempt to restrict the meaning of being ? », is a reflection on the risks to which men can be exposed in a technoscientifically determined education and where technological values are used to forge the ethics of living together or citizenship. Finally, the third part:« Towards and educational system articulated with technological renewal », exposes the new dynamics of the educational system in a perspective of technological renewal. We propose that this system integrates technoscientific renewal within itself in order to not be alienated by neoliberalism. It was a question of thinking about an education that takes into account ecological concerns.</description>

Abstract: Since Cameroon gained independence under French administration, several reforms followed one another for the functioning of the new State. Through the establishment of an &#xD;
independent government and the progressive involvement of Cameroonians in questions of development and health, the need to find capital and other resources found one of the solutions, based on diplomatic procedures. Through the signing of protocols of understanding and conventions, Cameroon has, over the years, established relationships with several states. Thus, these strategic avenues had the main objective of improving its global health policy.&#xD;
The aim of this research is to show that despite the establishment of several health conventions and agreements on the basis of partnerships and the achievements that followed, Cameroon's health diplomacy cannot yet be described as effective. Thus, for the realization of this work we used archives, oral sources and digital. As a result, quantitative and qualitative approaches came into play, without forgetting the intervention of theories like neorealism, functionalism, inter-governmentalism and resource mobilization. Furthermore, the action of science human and social has made it possible to deal with the history of mentalities, as a vehicle for formation of domestic policies and a major determinant of the types of relationships between actors on the international scene, especially States. It appears that between 1960 and 2017, Cameroon put together strategic files and plans health partnerships.&#xD;
Despite the achievements and other results, this State remained under the influence of external aid and support, without however providing as much as it receives other states. Added to this, social misfortunes such as embezzlement of public funds, corruption and brain drain have not only lost resources, but also restricts the action of international partners, who have often found it necessary to work with individuals for an efficient return on their capital.&#xD;
At the end, we propose to the government to promote its diplomacy health, by combining its achievements such as traditional medicine, to uphold its different sanitary, talents which tend to flee by the brain drain phenomenon. This channelling should be effective from an improvement in the low-priced allocated to health. It is also suggested to fight against corruption and the misappropriation of public funds and the slowness in treatment in our medical structures. For this reason, there must be consistency between the administration and the population, for more transparency in management. Finally, the government should expand partnerships to encompass the national network and shape global health outcomes.</description>
