Aménagement participatif et gouvernance des quartiers urbains défavorisés à Abidjan

Abstract

La participation citoyenne comme outil ou approche de gouvernance pour l’amélioration de l’aménagement des quartiers précaires, est le fondement de la recherche dont le thème est « Aménagement participatif et gouvernance des quartiers urbains défavorisés à Abidjan ». En effet depuis les dernières décennies, les quartiers précaires font l’objet de restructuration afin de parvenir à une harmonie avec l’urbanisme global. Mais l’opération suscite quelques fois de vive polémique parce que l’avis des citoyens et leur participation sont faiblement intégrés dans le mode opératoire. C’est ainsi que la présente étude explore une approche innovante axée sur l’aménagement participatif avec une forte inclusion des populations locales d’où la participation citoyenne. Participation qui accorde un accent particulier à la valorisation des initiatives et des pratiques des citoyens et des communautés à l’échelle locale. Approche dont l’usage a pour avantage de réduire les conflits et méfiances et surtout favoriser la synergie des acteurs (citoyens, élus, organismes communautaires) dans la conduite des missions de développement. C’est pourquoi, l’analyse théorique est axée sur la participation citoyenne dans ses aspects de genèse, d’approches, d’enjeux et principes, d’acteurs et champ d’application, d’outils et méthodes et sans oublier également les risques. Dans une logique d’échanges d’expérience, un stage professionnel a été effectué afin d’apprécier la mobilisation citoyenne dans un projet à Montréal. Enfin, une matrice d’aménagement participatif est proposée pour servir d’outil de pilotage dans l’aménagement du quartier Jean-Folly dans la commune de Port-Bouet (Abidjan). Celle-ci a pour objectif d’affiner et structurer la participation du projet afin de capitaliser les pratiques et les habilités des populations.
