La contribution des conseils d’administration à la gouvernance des universités : de l’expérience de l’Université du Québec à Chicoutimi à la proposition d’un modèle efficace pour l’Université de Koudougou au Burkina Faso

Abstract

Cette étude s’inscrit dans la foulée des recherches entreprises ces dernières années sur la gouvernance des universités. Elle est basée sur une recherche documentaire et des points de vue des principaux acteurs (direction, cadres, administrateurs du conseil d’administration, syndicats, professeurs, étudiants) de l’Université du Québec à Chicoutimi (UQAC) au Canada. Sa particularité est qu’elle cherche à établir le lien entre le conseil d’administration et la gouvernance au sein des universités. Le mémoire fait état d’un certain nombre de problèmes que rencontre l’université burkinabé en général, et l’Université de Koudougou en particulier. Il s’agit notamment de fréquentes crises caractérisées par les grèves des enseignants et étudiants, des inefficacités interne et externe, des problèmes de gestion. En présumant que certains de ces problèmes sont liés à une mauvaise organisation et une mauvaise configuration du conseil d’administration, il nous est paru important de nous interroger sur la contribution de cette instance délibérante à la bonne gouvernance de l’université. Le mémoire propose, à partir de l’analyse du conseil d’administration de l’UQAC, une solution pour tenter de résoudre la crise de l’Université de Koudougou. Cette solution est la proposition d’un modèle plus efficace de conseil d’administration qui tient véritablement compte de toutes les parties prenantes d’une université. L’étude fait également une proposition de mise en place d’une fondation pour l’Université de Koudougou et des recommandations au Ministère de l’Education, des Loisirs et du Sport du gouvernement québécois ainsi qu’à l’Université du Québec à Chicoutimi.

This survey appears in the stride of the research undertaken these last years on the governance of the universities. It is based on a documentary research and the points of view of the main actors (direction, settings, administrators of the board, unions, professors, students) of the University of Quebec in Chicoutimi (UQAC) of Canada. Its particularity is that it tries to establish the tie between the board and the governance within the universities. The memory makes state of a certain number of problems that Burkina Faso university meets in general, and the University of Koudougou in particular. It is notably about frequent crises characterized by the strikes of the teachers and students, of the inefficiencies internal and external, of the management problems. While presuming that some of these problems are bound to a bad organization and a bad configuration of the board, it is appeared important to us to interrogate us on the contribution of this deliberating process to the good governance of the university. The memory proposes, from the analysis of the board of the UQAC, a solution to tempt to solve the crisis of the University of Koudougou. This solution is the proposition of a model more efficient of board that takes truly into account all taking parts of an university. The survey also makes a proposition of setting up of a foundation for the university of Koudougou and recommendations to the Ministry of the Education, the Leisures and the Sport of Québec government as well as to the University of Quebec in Chicoutimi.
