Promotion de l’entrepreneuriat : de l’expérience québécoise à un mécanisme d’accompagnement des micro, petites et moyennes entreprises au Bénin

Abstract

L’accompagnement technique adapté aux besoins des Micro, Petites et Moyennes Entreprises (MPME) est l’un des maillons faibles de la chaîne des dispositifs de la promotion de l’entrepreneuriat au Bénin. C’est cette préoccupation qui a motivé la présente étude. Dans ce cadre, nous avons réalisé une analyse des approches théoriques existantes dans le domaine à travers un important travail de recherche bibliographique. Cette recension de travaux antérieurs a été complétée par un stage de mise en situation professionnelle au Québec, lequel stage nous a permis d’approfondir les concepts théoriques, d’observer le fonctionnement des organismes de crédit communautaire dans plusieurs phases d’accompagnement des entreprises et d’analyser les changements opérés par une telle démarche sur les Très Petites, Petites et Moyennes Entreprises au Canada. A l’issue de ce parcours théorique et pratique, nous retenons globalement que le partenariat et la concertation entre les structures d’appui à l’entrepreneuriat, la communauté locale et l’Etat sont indispensables pour faire des MPME un pôle complémentaire de création de richesses et d’emplois dans l’économie. Pour intégrer ces leçons dans le contexte africain en général, et celui du Bénin en particulier, nous avons conçu un mécanisme d’accompagnement entrepreneurial sur la base d’un modèle qui fait la synthèse des modèles théoriques analysés, des pratiques d’accompagnement entrepreneurial observées au sein du Réseau Québécois du Crédit Communautaire et celles que nous avons démarrées au sein de l’Initiative Finance & Développement (IFD) au Bénin. Il s’agit d’un mécanisme d’accompagnement technique de proximité, personnalisé, de qualité, adapté aux besoins des MPME et qui intègre un continuum de services disponibles autant que l’entrepreneur en sollicite. Pour assurer la qualité et la viabilité des services proposés pour ce mécanisme, il est impératif pour l’IFD d’autonomiser la gestion des deux départements IFD-Entrepreneuriat et l’IFD-Investissement en les dotant d’un personnel et d’une comptabilité distincts

The technical accompaniment adapted to the needs of very small, small and medium-sized undertakings is one of the weak areas of the entrepreneurship promotion device in Benin. This study was motivated by this concern. Within this context, we carried out an analysis of the existing theoretical approaches in the field through a significant bibliographical research. This recension of former works was supplemented by a professional training in Quebec, which enabled us to look further into the theoretical concepts, to observe the functioning of the community credit organizations in several phases of accompaniment of enterprises and to analyze the changes being achieved by such an approach on very small, small and medium-sized undertakings in Canada. At the end of this theoretical and practical background, we conclude that the partnership and the dialogue between the entrepreneurship support structures, the local community and the State are essential to make very small, small and medium-sized undertakings a complementary pole for richnesses and employment creation in the economy. To integrate these lessons in the African context in general, and that of Benin in particular, we conceived a mechanism of ‘’entrepreneurial’’ accompaniment on the basis of a model which makes the synthesis of the theoretical analyzed models, the practices of entrepreneurial accompaniment observed in the Quebec Network of Community Credit and those which we started within the Initiative Finance & Development (IFD) in Benin. It is a proximity technical accompaniment mechanism, personalized, of quality, adapted to the needs for the very small, small and medium-sized undertakings and which integrates a continuum of services available as much as the contractor solicits for. To ensure the quality and the viability of the services proposed for this mechanism, it is imperative for the IFD to democratize (give autonomy) the management of the two departments IFD-Entrepreneuriat and the IFD-Investment by equipping them with a staff and a distinct accountancy
