Renforcement de la résilience des communautés face aux crises alimentaires et nutritionnelles : étude de l'approche du PAM Niger et des projets VIM, Faso au Burkina Faso

Abstract

Aujourd’hui, il est évident de dire que l’assistance humanitaire, seule, n’est peut-être plus la solution face à la récurrence des crises qui secouent le Sahel. L’intégration de l’assistance humanitaire et l’approche au développement apparaît donc comme une nécessité pour inverser les tendances actuelles et optimiser les investissements en faveur de la résilience. Les interventions aux seins de projets Families Achievieng Sustainable Outcomes (FASO), Victoire sur la Malnutrition (ViM), et l’approche résilience adoptée par le PAM Niger s’inscrivent dans ce cadre d’action : renforcer la résilience des communautés du Sahel face aux situations d’insécurité alimentaire et nutritionnelle. L’objectif général de cette étude est de contribuer à une meilleure compréhension de l’articulation entre l’assistance humanitaire et l’approche au développement, développée au sien du PAM Niger et des projets FASO, et ViM au Burkina Faso. L’analyse des approches au sein des projets montre une convergence dans la compréhension de l’articulation entre l’assistance humanitaire et l’approche au développement. Le fait est matérialisé par la formation de consortiums internationaux (approche multi acteurs) et l’offre d’un paquet d’activités multisectorielles aux populations vulnérables. Le PAM Niger suit le même model avec l’approche « commune de convergence » et la collaboration avec plusieurs acteurs afin de renforcer la résilience des communautés cibles. La mise à contribution des acteurs locaux, constitués en associations ou groupements a constitué un levier important dans le processus de l’appropriation des interventions. Les leçons tirées du cumul de ces expériences peuvent être utiles en vue de l’amélioration de la sécurité alimentaire et nutritionnelle au Burkina Faso et au Niger.

Today, it is obvious to say that the humanitarian assistance, alone, may no longer be the solution in the face of the recurrence of crises in the Sahel. The integration of humanitarian assistance and the approach to development therefore appears as a need to reverse the current trends and optimize investments in favor of resilience. The interventions in the breasts of projects Families Achievieng sustainable outcomes (FASO), Victory on the malnutrition (VIM), and the Resilience approach adopted by WFP Niger fall within this framework of action: strengthening the resiliency of the communities of the Sahel in the face of situations of food insecurity and nutrition. The general objective of this study is to contribute to a better understanding of the link between humanitarian assistance and the approach to development, developed to hers of WFP Niger and projects Faso, and VIM in Burkina Faso. The analysis of approaches within projects shows a convergence in the understanding of the link between humanitarian assistance and the approach to development. The fact is materialized by the formation of international consortia (approach multi actors) and the offer of a package of multisectoral activity to vulnerable populations. The WFP Niger follows the same model with the approach "Common of convergence" and the collaboration with several actors in order to strengthen the resilience of the target communities. The contribution of local actors, consisting in associations or groupings constituted an important lever in the process of appropriation of interventions. The lessons learned from the cumulation of these experiences can be useful in view of the improvement of the food and nutritional security in Burkina Faso and Niger.
