Résumé: This work is about a problematic that consists in knowing how the democratic process has influenced Africans states and more specifically Cameroon (The Mfoundi’s department). That is the reason why we took interest in the municipal elections as a mode of devolution for the governing power. To get a proper insight about it, we chose a period of 24 years through which we studied the strategies utilized by politicians to set a political process, which is in their favor. That is why within four chapters we have isolated some interests, which were both heuristic and practical, and made it possible for us to design a central interrogation to the analysis problem. Thereupon, follows the way the municipal electoral management had been structured in Cameroon and in the Mfoundi department. That is why, the current analysis based on a variety of sources, and relying on interdisciplinary made it possible to show the electoral priorities of the populations of the Mfoundi’s department. Here we have to mention that the elections, which is threefold in its execution concerns above all the populations at a local level. That is why the analysis of the data made it possible to design an approach centered on the establishment of analytic processes, which enables the adaptive structuring, that interprets at two levels the phenomenon of the sources, and the formulation of an approach centered on the elections as a means to solve development issues. Hence, the reflective axes led us to question the “why”, the “how”, and the consequences of the municipal elections in the Mfoundi department to derive lessons, which enable historians to put in place a historical approach.
