Résumé: This study is based on the observation that within the municipality of Ambam, the weaknesses of the internal communication system are based on a rather difficult collaboration between employees and non-centralized information, which does not promote efficient and rational decision-making in to carry out this study, we have recourse to the theory of human relations developed by E.MAYO, A.MASLOW and F.HERZBERG which states that the company is a place of production, and that the man, the main actor has a human dimension to take into consideration. And our general hypothesis has been formulated as follows: internal communication as practiced and organized in the services of the municipality of Ambam does not significantly participate in decision-making process in effect within this organization. To this end, the present study therefore aims to understand why internal communication is not positively correlated with decision-making. Through a descriptive qualitative approach, our data were collected through and interview guide conducted with 18 institutional players who allowed us to verify our hypothesis and answers our research questions. The internal communication-decision-making relationship in the company, we have made recommendations to the managers of the municipality of Ambam at the managerial level to set up an effective communication service that will support the conducive to decision-making
