Titre: Planification stratégique en temps de crise covid-19 et éducation de qualité dans les classes d’examens de la région du centre

Résumé: The aim of this study is to provide a scientific diagnosis of the reasons for the drop in the pass rate for the 2020 official examinations during the COVID-19 crisis; to demonstrate the relevance of a correlation between well-developed strategic planning and quality education. This research is based on a questionnaire survey of examination class teachers in the Mendong, Efoulan and Ngoa-Ekelle lycées. This survey is based on the observation that during the 2019-2020 school year, the COVID-19 crisis that is raging throughout the world took all states by surprise, and especially all educational institutions in Cameroon in particular, which had not planned anything to this effect and thus made it almost impossible for studies to take place. This naturally had a negative effect on the results of the official examinations at the end of the year, with the BAC pass rate falling from 65.09% in 2019 to 49.68% in 2020, the probationary pass rate falling from 43.82% in 2019 to 31.22% in 2020, and the BEPC pass rate falling from 73.26% in 2019 to 60.86% in 2020. However, the study showed that even though the planning was done at the beginning of the 2019-2020 school years, it did not anticipate the occurrence of any crisis, and was therefore not adapted to a crisis situation. We formulated the following general hypothesis: There is a link between well-developed strategic planning and quality education. This hypothesis was operationalized into three specific research hypotheses. To test our hypotheses we conducted a multivariate analysis (descriptive and correlational) of the data. The results showed that strategic planning in times of crisis Covid-19 has a positive influence on quality education in examination classes in the Central Region. The proposals made are along the following lines adapting the existing management system to the conditions of management in times of crisis COVID-19; strengthening the system's strategic planning capacity, mainly in terms of producing, disseminating, analysing and using information on the system by setting up a sectoral EMIS; improving the quality of learning in examination classes by promoting research by learners on the Internet; adapting training courses to the current health crisis, and improving health in the school environment; systematising management charts at all levels of the school by implementing the "local management for the quality of learning in times of crisis COVID-19" initiative, and improving the circulation of information.
