Résumé: This work entitled ¨ the role of decentralized local authorities in the education of primary school childreen in the municipality of Moutourwa¨, starts from the observation that many children of school age end up in the street, in the markets in the fieds. We asked ourselves the question of what is the role of the town hall in the schooling of children in the primary cycle in the context of the decentralization ? The objective of this work is to evaluate the contribution of the town hall of Moutourwa in the schooling of the children of the primary cycle. Specifically, it is a question of analyzing the contribution of the town hall on the economic and financial level, then, its intervention in the socio-cultural field and finally to evaluate its contribution on the infrastructural level. The anticipated answer to the question led us to think that the town hall plays a key role in the schooling of children and its contribution on the economic and financial level, its intervention in the socio-cultural field and its contribution in educational infrastructures facilitates the schooling of children in the commune of Moutourwa. To validate these hypotheses, the qualitative approach was used. This is how the data collected in the field (from the Mayor, the IAEBM, two directors of primary schools, parents), thanks to the interview guide, interview, were analysed using content analysis. At the end of this analysis, two research hypotheses were rejected while one was confirmed. The interpretation of the results of this analysis allowed us to conclude that the weak contribution of the town hall of Moutourwa specifically on the economic and financial plan in educational infrastructures limits the schooling of the primary school.
