Projets sectoriels et développement rural et agricole au Cameroun : le cas du ministère de l’agriculture et du développement rural (minader)1960-2017

Abstract

The title of this document “Sectorial projects and agricultural and rural development: case study of MINADER 1960 – 2020” aims at assessing the relevance and effect of sectorial projects brought about by the Ministry of Agriculture and Rural Development. This is done within the dynamics of development integrated on Cameroon’s rural landscape and supported by a specific case: the National Agricultural Extension and Research Programme. The philosophy behind the implementation of the sectorial projects(under study here) in the early 1960s, and more specifically that of drawing up the “PNVRA” project at the heart of the economic crisis, consisted in promoting rural development through multidimensional action based especially on agriculture, health as well as the promotion of participatory development. To attain this goal, this study focused, as required by methodology orthodoxy in history, on a multiplicity of sources. These sources were mainly made up of three groups integrating primary documents or archives, oral sources, iconographic documents, and largely, published literature. In all that proceeds, it can generally be noted that sectorial projects, especially the “PNVRA” project was on the promotion path in spite of some conceptual lapses, but turned out to be lukewarm.
