The research we conducted is entitled: Improving the quality of basic education in Chad: an evaluation of the project to improve the quality of primary education and promote local management (PAQEPP) in the commune of N'Djamena. This project was launched for a period of four (04) years from June 2017 to June 2021, targeting fifty (50) public primary schools, including twenty-five (25) in N'Djamena, the political capital, and twenty (25) in N’djamena, the economic capital, with the general aim of improving indicators on the quality of public primary schools in Chad. Our research consists of evaluating the final results of the PAQEPP project in accordance with the initial objectives it set itself to improve the low indicator of the quality of teaching/learning of pupils in the twenty-five (25) public primary schools in the commune of N'Djamena in Chad. We therefore drew on two explanatory theories: Glatt's theory of constraint (1984) and Weiss's theory of change (1995). To carry out this study, the central question that guided our thinking was formulated as follows: Does the project to improve the quality of basic education and promote local management contribute to improving the quality of basic education in the commune of N'Djamena? The answer to this question constituted our general hypothesis, stated as follows: H.G: The PAQEPP project contributes to improving the quality of basic education in the commune of N'Djamena. Operationalizing this hypothesis led to the following four research hypotheses: HR1: The construction of school infrastructure contributes significantly to improving the quality of basic education in the commune of N'Djamena. HR2: Classroom equipment contributes significantly to improving the quality of basic education in the commune of N'Djamena. HR3: Teacher training has made a significant contribution to improving the quality of basic education in the commune of N'Djamena. HR4: The PAQEPP project's efforts to raise awareness among parents of pupils has made a significant contribution to improving the quality of basic education in the commune of N'Djamena. To test these hypotheses, we administered a questionnaire to a sample of 102 subjects, all of whom were primary school teachers in the eighth arrondissement of the N'Djamena commune. The chi-square test was used to test these hypotheses. The results obtained validate HR1, HR2, HR3 and HR4 at the a=0.05 significance level with high contingency coefficients, respectively: C= 0.40 for HR1C= 0.67 for HR2C= 0.56 for HR3C= 0.57 for HR4 In the end, the general hypothesis of this research was validated. We can therefore conclude that the PAQEPP project is helping to improve the quality of basic education in the commune of N'Djamena.fr_FR
