Résumé: The research theme of this dissertation is entitled: “The fight against maternal and neonatal mortality and the promotion of emergency obstetric and neonatal care in Cameroon:the case of the Chantal Biya Foundation (1994-2020)”. This is a study that aims to raise questions insofar as it implicitly raises the problem of the phenomenon of maternal and neonatal mortality in Cameroon seen in general. Also, the theme is intended in many respects to be innovative and relevant in the sense that it reassesses the meaning and scope of the actions initiated by this institution in this perspective. It appears that Cameroon has experienced undeniable maternal and neonatal mortality rates. The Cameroonian public authorities, faced with socio-economic, cyclical and structural constraints, have seen their capacity for health actions and medical and hospital services reduced to nothing. The creation of the Chantal Biya Foundation therefore comes as a godsend in order to offer alternatives to public health provision in crisis. Surveying the contours of this investigation requires defining a space-time interval and applying the required methodological framework. Obviously, the analyzes overall tend to prove that the Chantal Biya Foundation has demonstrated a certain pro-activity in terms of promoting maternal, reproductive and neonatal health. In doing so, it designed and defined a structural and operational agenda aimed at reducing maternal and neonatal mortality in Cameroon. Such an ambitious vision requires means, human resources and partnerships on a national and international scale. Batteries of measures have been mobilized for this purpose. However, no human work is perfect, the action carried out by the Chantal Biya Foundation and its related hospital institutions face numerous obstacles and other various shortcomings. These inadequacies and obstacles contribute directly or indirectly to slowing down the dynamism of this organization. To reiterate, these are structural, managerial, logistical and finally ethical obstacles. It is on the basis of the identification of these constraints that it appears appropriate, if not urgent, to propose some possible solutions to the problem posed. Obviously, these solutions, far from being panaceas, only aim to provide a prospective overview in the direction of reducing maternal and neonatal mortality in Cameroon
