Coopération internationale et problématique de l’encadrement des personnes handicapées au Cameroun (1971-2021)

Abstract

The question of the supervision of people with disabilities has been a major concern of the Cameroonian public authorities since independence. Due to the fact that this question is a major issue and given the limited means, the State of Cameroon has resorted to international cooperation in order to benefit from its support in the supervision of this marginal category. This is how several actors such as Canada, France and NGOs support Cameroon in one way or another in this direction. The purpose of this work is to assess the relevance of the involvement of international partners in the supervision of people with disabilities in Cameroon during the period 1971-2021. In other words, it is a question of seeing if this action actually bears fruit. To achieve this demonstration, we have used primary sources consisting of Archives collected within the Ministry of Social Affairs, also from certain associations for the protection of disabled persons, oral sources consisting of testimonies obtained from interviews and secondary sources. consisting of theses, dissertations, works consulted in various libraries. Overall, it emerges that if the action of international cooperation in the field of support for disabled people has borne some fruit and has made it possible to improve the situation of disabled people somewhat, the fact remains that it cannot it alone suffices, hence the mixed nature of its results.
