dc.description.abstractThis thesis studies focus on educational governance and shows how decentralisation offers some perspectives in this sector for a better management of the education. However, we can observe malfunctions in allocation of human resources which lowers performance. So, it is necessary to analyse teacher policy in our context of decentralisation. Regarding the step-by- step implementation of the decentralisation, many texts have framed on a political and legal level, the management of education. The goal of this research is to explain how decentralisation can ameliorate the management of human resources in secondary education and to solve an imbalance in the distribution and repartition of the available human resource. The main question examined in the thesis is: what is the contribution of decentralised territorial community to teacher politic to increase performance? With mixed approach, we evaluated implication of decentralised territorial community to perform teachers. So, we used items like public education action, planning career management and management of temporary teachers. The results obtained permitted to confirm the general hypothesis: contribution of decentralised territorial community to build teacher politic could ameliorate teacher performance. Some recommendations and an educational engineering project are proposed at the end.en_US
