Résumé: The issue of securing land is a major concern for the populations of the Bikok council. This research work on the subject “constraints and strategies of access to land titles in the Bikok council was carried out with the aim of showing the constraints faced by the populations of the Bikok council, while highlighting strategies to facilitate the acquisition of land titles. Several aspects were mentioned, notably linked to constraints, actors and their roles with the various issues linked to securing land, and the strategies to be put in place to facilitate the acquisition of land titles for the populations of the Bikok council. Based on the observation that, despite the existence of texts of laws, decrees or ordinances, an increasingly growing population and because local populations own land without securing it, most of the population remain in a situation of land insecurity, lack of possession of land titles. Faced with this observation, we asked a main question which is to know what are the constraints encountered by the populations of Bikok in the acquisition of land titles and what are the strategies to implement to overcome these obstacles? The main hypothesis, corollary to the main question, states that the lack of means is the main constraint, which does not allow the populations of Bikok to secure their land but that an adaptation of land policies to the socio-economic realities of the local populations would allow to overcome these obstacles. From there, we set ourselves the main objective of determining the constraints and strategies for accessing land titles in the Bikok council. To verify this hypothesis and the specific hypotheses related to it, the hypothetic-deductive method was used for this research. This method made it possible to compare the initial hypotheses with the reality on the ground, and to validate or refute them. We also interviewed 168 households by questionnaire and provided an interview guide. 82% of respondents, having land titles, revealed having encountered difficulties in securing their land in Bikok. The lack of means is identified as the main obstacle: Indeed, less than 66% of respondents revealed earning less than 100,000 FCFA per month but own, for some, more than 5 hectares of inherited but untitled land. Furthermore, there are 75% and 25% of respondents who are not aware of the existence of laws or procedures for securing land. The land insecurity that arises from the absence of land titles gives way to disputes: 51.2% of respondents revealed that there are land disputes all the time in the Commune of Bikok, against 41.1% who revealed that there are sometimes. These are in fact those who are used to participating in land disputes as witnesses, for some. On the other hand, 7.7% of respondents revealed that there are rarely land disputes in Bikok. Beyond the allocation of individual or collective property titles to the populations of Bikok, strategies were favored by local populations, including reducing the costs of access to land titles (24%); resolving the problem of administrative delays and applying transparency (6%); raising awareness among local populations and popularizing land laws (12%); recognizing customary property rights (15%); impartial conflict management (18%); reducing the duration of acquisition of land titles (12%). The implementation of land title acquisition strategies in Bikok carries important issues, linked in particular to the protection of the land rights of local populations, the demonstration of control over land governance by taking into account local realities and the promotion of sustainable cities.
