Résumé: The main objective of this study is to question and analyze the effect of administrative procedures on decision-making; to detect the foundations of administrative slowness at the CNPS. Specifically, to lay bare all that may hinder an administrative procedure in the decision-making process; first of all, you have to understand the context on board, this study is in the context of administrative techniques for which the procedure means all the steps that lead to optimal decision-making. In the same sense, it was a question of demonstrating that a good procedure can necessarily lead to a good decision-making. Because the decision is an essential moment in the life of the organization, that is why the approach was to present the stages and to associate them with the principles in order to have a certain visibility on the question. In particular by questioning the men, the flow of information, and the treatment of the men responsible, for conducting this procedure. Much more the vision of the users is not that of the institutions, which means that for the latter it is important to highlight the process while for the former it is the principles. It should be noted that we have placed particular emphasis on agents at the operational level because they are in direct contact with users. At the end of an analysis based on a sample of 39 observations obtained on 60 questionnaires during a field survey, it appears that almost 75% think that CNPS agents had treated well financially. Which reduces the margin of corruption nevertheless, on the point of information there is a bad circulation because the collaboration is not there and this calls into question the quality and the competence of the agents. In any event, the subject of administrative procedures and decision-making sought to put the user back at the center of any procedural process because he is the primary beneficiary of the corollaries. The procedure is ultimately a decision support tool in the sense that it supports the choice of the Manager, in other words, if it is vitiated by vice it becomes negative for decision.
